Your best bet for starters (and least expensive option) is the Samyang 14/2.8 UMC.
I generally use the most expensive option, TS-E 17/4L and/or 24/3.5L II, but that's because I already have them. My favourite ultra-wide zoom is the EF 16-35/4L IS. As you hinted in your post, the IS won't be of much value if you're using a tripod, but that's not always practical.
