Two dials. One for exposure. One for aperture.

Regardless of which is which and which direction....

Is there a way to lock me from adjusting exposure when in aperture mode. And lock me from adjusting aperture when in shutter priority?

My mark III did this by default.

You're saying "exposure" - I'll assume you mean "shutter speed."

If you're in aperture priority, the dial for shutter speed does nothing. Similar when you're in shutter priority, you can't change the aperture. Note that using exposure compensation will change the other variable (obviously).

The only way you can change both shutter and aperture is to use manual mode (M) or programmed auto mode (P).

Taking a stab in the dark...

It sounds like you might have easy exposure comp turned on if your exposure is changing when you hit the dial. It's setting B4 on my D810.

One other possibility - check Custom Setting B4 - Easy Exposure Compensation. If that is set to on or on (auto reset) it might explain why your exposure change when turning one of the dials. I personally don't use this feature because I like to know what my Command Dial and Sub-Command dial do when I turn them.

so I went in, turned it ON and then OFF again
and now they are locked

Not sure if you noticed before you managed the fix, but your ISO changed when you rotated the command dial when in Aperture Priority and when in Shutter Priority turning the sub-command dial changed the ISO. The frame counter display is also replaced with the ISO setting. This setting is found under Custom Setting Menu -> d8-> ISO Display and adjustment-> Show ISO/Easy ISO.

When you selected b4 and turned it ON and then OFF you would have seen a message "ISO display and adjustment disabled".

It's a personal decision. Like I said earlier, my preference is to always have the Command dial for shutter speed and the Sub-command for aperture. When changing ISO, I push the ISO button and then spin the Command dial. Typically, my ISO gets changed less frequent than aperture or shutter speed.

Personal choice really. Auto ISO an be handy in some tricky conditions.

days later, after solving this,
SOMEHOW this is set to OFF, but it's not off!
and yet again, I need to go in and turn it ON, then OFF again, to fix my issue
so weird!

You have likely changed the setting in Custom Setting Menu -> d8 to Show ISO/Easy ISO. Set it to Show Frame Count and you are good.
