I can't help wondering if less exposure might have allowed for a more interesting sky with better texture/details in the clouds here Ephraim. That would likely help differentiate the two facades on the middle balcony railing.

May I ask, why do you B&W convert it on Capture NX and then process it in Silver Efex? I mean, Silver Efex does the B&W conversation it self, no need to bring in a B&W shot already. Or have you found any benefits by doing it this way?
