Detailed specs such as AF points and maximum ISO's are always the least reliable, and often end up being different when the product is revealed. That being said, I don't think a lot of people care if their DX camera has ISO 102,400 or 204,800 in the marketing materials. I couldn't care less about 4K video either, but I realize some for some people that is a big deal.
Canon welcomed us all to 2008 with some aspects of the 7D2, and they are still selling with the maximum FPS being about the only thing differentiating it from other pro-sumer bodies (though it's already down to $1,499 so maybe sales weren't that great?). Like the 7D2, I don't think the D400 needs to be a miracle camera to sell well, and everyone has their own personal wish list but I think it just needs the D750/D810 AF module, 7-8fps capability without grip, deep buffer, D7200 sensor (or whatever the latest 24MP Sony has), and a pro build. Compared to a D7200, people are just buying AF, FPS, build, and buffer. If it's just top notch image quality you want, you can get that from a D5XXX these days. If it's as successful as us enthusiasts think it will be, then maybe we'll get a D400s or D500 in a couple years. If it's a flop, we'll get a "told you so" from Nikon Marketing and no more pro DX cameras haha.
Anyway, it's fun to speculate.
