My PC running Windows 8.1 Pro has 32GB of RAM but Photoshop CS5 and CS6 on show 4G available. Are there some settings I can change s all of the RAM is available?

You would not want Ps to have all of the RAM because it keeps whatever you give it for just itself and will not share. That's why Ps typically gets 70% or so to leave enough for the operating system and other applications.
