I previously owned the 7D and remember that on Aperture setting, when my external flash was attached, the camera automatically set the Aperture to 4.0 and the Shutter to 1/60. Now my new 7D Mk II doesn't do that. Am I missing something here? It seems that instead I must go Manual, set my shutter speed and aperture and go from there. Is there no way to have the camera automatically know the flash is on and set accordingly?

Have you read the 7D2 manual? It is available online.

What flash unit? You did not state that. If it is a Canon unit, its manual will also be online.

You must have set a custom function for that setting. Normally the 7D and most other EOS use slow sync as default in Aperture priority mode. That is, exposes correctly for ambient light and uses flash as fill. So the actual aperture and shutter speed vary according to light levels.
