The compressed file size of a saved jpeg is highly dependent on image content. A simple headshot on a white or solid color background will be a much much smaller file than the same shot with a complex background.

My testing using LR5 produced 2mb files at jpg qualities of 90. If you have been asked for jpg files, I doubt you'll have a problem meeting your 4MB size limit.

The need for your surrendering a 600dpi file has nothing to do with imaging - only to do with meeting the request of the client. Others have said this very well above.

Yep, I just tried saving an 8.5" x 11" jpeg at 600 ppi, and at level 10 it was a little over 8 MB, and even at level 8 (fine for web but I wouldn't want to print from it) it was over 5 MB.
