I am sure a laser based focusing system would work well in a cell phone camera system. But, lasers do have issues. A lasers range can vary, based upon such variables as sunlight, atmospheric conditions, target reflectivity. The most powerful lasers now in use, as allowed by law for civilian use, tend to be used on laser range finders often used by hunters. Some models advertise a 1500 yard range, but that is under optimal conditions. Depending on the target, 3 or 400 yards is all they will do reliably.
Lasers used for ranging (or focusing a lens) do not project a visible, solid red dot.
