Icing is made of powdered sugar mixed with a bit of liquid, so it holds stronger than just the powdered sugar itself, forming a kind of crust.
In this case, snow is kept together by water evaporating from the soil, re-crystalized on a surface forming hoar (see my post "Snow everywhere" for a close-up of Southwest variety of snow). This "icing" stays put even when its windy.
