I liked my original 400DO even with the 1.4x converter. It was excellent in sunny conditions but the real test was under overcast sky where contrast took a bath. So far, the few images I have seen under these conditions suggest the version II has much better contrast.

I just avoid the 2.0X TC's myself.
I've actually been quite impressed with the 2.0TCIII. I use it without hesitation. I'm surprised you have never seen a good shot with it. Here are a few I found to have very good IQ.

Agreed. I have found it (2X TC III) excellent with the 300mm 2.8 IS II and very good with the 400mm DO II. You need a steady hand (or high shutter speed) or solid support. Both heavy crops.

I'm glad to see 400DOii activity here at FM, seems a vary rare lens. For fun I surfed to B&H and Adorama looking for one but did not find. I say for fun since I'm using this lens. The biggest advantages of the 400 DO over the 400 f5.6 are: twice as much light to your sensor, better bokeh, and works well with a 2x TC. Try slapping a 2x TC on your 400 f5.6 and see what happens.

Sadly I've not had the happy experience with the 2.0 TCiii on either my 300 2.8 or the 400DOii. The 1.4TCiii just works a treat on either.
I do miss the 400 5.6. I used to use it on a Nex 7 via Metabones and abs loved the weight.

I previously used the 2X III on my 300 2.8 I and now on my 300 2.8 II with wonderful results. I actually use it more with than without.
I'm very impressed with the 400 DO II lens with the 2.0x III. This shot is handheld with the plane going about 300mph. While it may not be critically sharp, on the 1DX the AF with the 2.0x III was able to track the plane very well.
