The DX version would no doubt be more compact, not weather sealed and less complex optically. It would also likely sell for half the price of the FX, exactly as we see with the 35/1.8
Remember that DX lenses can be less optically complex due to the smaller image circle (edge performance is harder to design for than centre/mid performance). This translates into both smaller and cheaper lenses.
It would also sell like gangbusters to DX shooters looking for a wide/normal prime.
A 24/1.8DX is a must-buy for me. If FX, I'd probably just stick to the current 20, which I'd prefer for FX and could mostly cover my wide/normal needs on DX even if it's wider than I'd like (yes, I shoot both formats). That is somewhat contingent on pricing of course. An $800 DX lens would be a non-starter, while a $400 FX lens would have me pre-ordering.
