Are achromatic macro filters interchangeable? Can you use a Nikon or Olympus filter on a Panasonic camera for instance?

If a camera has chromatic aberration natively, can it be corrected by putting an achromatic filter on?

Yes. I use the two-element Canon 500N-series auxiliary cloes-up lenses (58mm, 72mm and 77mm) on a wide variety of lens brands. The 500N is not labelled as "achromatic", but it has very little to no CA in most situations. OTOH, the B+W single-element closeup lens has a lot of CA in the edges and corners.

I suppose it might be possible, but this would have to be a very special aux lens that was dedicated to correct the particular optical issues of a specific lens. If it could be made, it would probably not play well with different lenses.

Which degrades an image more, magnification (macro filters) or cropping?
