I just got a EF 14MM L the original model from a friend and it over exposes everything. If I apply between -1 and -2 exposure compensation it is OK but what is wrong? The same camera, same shot 2 minutes later with a EF 35mm 1.4L is correct compensation. I have tried automatic, preset scene and AV with the same result. the camera is also new to me a new Rebel SL1.

Have you tried shooting in Manual mode with the settings the same on both lenses? Maybe put the 35 on and get your exposure in Manual mode. Then, without changing anything, just swap the lens and shoot the same image.

This probably makes no sense, but I'd shoot in manual and see if that helps.

Yea, I'd double check the aperture blades are closing properly also inspect them for an oily looking residue. That stuff is a breakdown of the dry lubricant on the blades and is quite sticky.
