Depends what you want to do with it. Natural light or flash. Tripod or handheld. Macro only or portraits too.
I have the 100L and use it for 90% of everything I do. It doesn't have that much reach for small, skittish insects but the IS is great for handheld natural light photography.
If you're going to be using a tripod and struggle getting close to butterflies and dragonflies, then the 180L may be a better option.
If you're going to be getting in close and using flash most of the time, perhaps with extenders, then you could go with the 100 non-L and maybe put some of the money you save towards a longer lens in future. There have been rumours of a new 200mm macro for a couple of years now. I'm hoping for a new version of the 300L myself.
