As others have noted, you can see the IS lock on by looking thru the viewfinder, then half pressing the shutter button for a few seconds. The image should stop moving around after about 1 second as the IS locks on. Its best seen at 200mm handheld, but not waving around, just hold it still, it will move enough to see when it locks on.
Hearing it operate is no guarantee that it works properly, but the image suddenly becoming stable tells you it works. I'm not sure how a person will determine if the 16-28mm f/4 IS is working.
