Strong crops + 7D at higher ISOs is a recipe for disaster- the results you're getting are exactly what they should be- mud .
But that's okay; I have the same problem shooting birds in the backyard with an EOS-M through Canon's 70-300 non-L like I mentioned above. The EOS-M is a little better with the noise/grain, but it still produces shots that look like 'mud' with that lens, though my issues have different fixes than yours.
One thing to try would be to work on your stabilization technique and try to drop shutter speed while narrowing the aperture and/or lowering the ISO. You'll likely have to overshoot your subjects to catch them when they're still, sure, but you'll be giving the lens + TC + sensor combination a better chance at producing a quality shot. Also, do your best to use the focal length and foot zoom instead of cropping- filling the frame with more of your subjects will give you a decent chance at getting files that can be properly scrubbed up in post-processing a la Imagemaster .
Also- can you post full-size versions of your shots so we can get a better understanding of what your gear is actually resolving?
