i use photoshop and raw file , what is the better way to sharpen 1. when i open it as raw file (camera raw acr ) or after i open it as jpg file.

You can do either. It just boils down to your workflow and what you feel gives you the best results.

If you have studied 3-pass sharpening at all, the you could try something like "capture" sharpening in ACR, and then do your "creative" and "output" sharpening in PS. The reason is that if you are going to be doing additional work to the image (cloning, compositing, tone shifts, etc.) it is usually wise to leave the heavy sharpening until late in your work flow to avoid unnecessary artifacts.

If you are making very few or no edits in PS though, you could do all your sharpening in ACR.

By the way, you will normally export from ACR to PS as a PSD or TIF, not a Jpeg. That just helps avoid any unnecessary compression artificats. Once you have your final image ready for output or publishing, then you can convert that final image to Jpeg.
