What happens to the SEO of a blog post that has been published and indexed by Google if you change the post title somewhere down the road? Is this a big no no? Does it get reindexed by Google, will it ever achieve it's same level of SEO page ranking?

Google will usually scan the site every 3-4 weeks and popular sites might get scanned every few days or even hours. It is not a one time thing. If the title is modified so much that the subject is different or the main keywords are changed then it may no longer be found under the same search. If the new title is made using related keywords then it might stay in the search results but no guarantee.

You can actually log into google and have them index the post specifically. Every time I update keywords for SEO I do this.

Into your personal Google account? Or Google Analytics account?

Webmaster Tools. You have to register your site, you can register it to your personal account. It might be the same registration as Analytics. Once in go to Crawl >> Fetch as google >> enter the url >> then submit to index. You get like 500 fetches over a period of time.
