No way... The D700 is not better than the D7100 for High ISO, or image quality. The OP was asking about picture quality. And there is no question that the D7100 outclasses the D700. As much as I loved my D700 and thought it could do everything, time has passed it by. The D7100 has much greater DR and High ISO.
Hands down...

While normally I greatly respect your opinion, I must say, WHAT?!?!?
I have both. The D7100 stays glued to my tele for wildlife. Today I thought, ya know, I should really try this D7100 for other stuff. So I threw my 35/1.4 on it, shot all afternoon, and just looked at the photos in lightroom 10 minutes ago. I was really disappointed. I know I'm a D700 fanboy, but I own the D7100 as well so I'm going to try to see the good, but I can't for an everyday body. The IQ of the D700 is just leaps and bounds ahead of the D7100. The D700 photos have so much pop, smooth tones, and they're just so pleasing to look at. The D7100 is flat and bland. I was even shocked how often the D7100 completely missed focus where the D700 snaps into focus.
Technically, the D7100 is an amazing camera, but it has its place, which is not in front of the D700.
