At least that's what I've come to believe that it was. I originally thought that it was an incredibly-well-protected outhouse for one of Fort Flagler's artillery batteries, that is until I noticed that the slide closure was on the outside of the steel door.

It was a rather large room with only one toilet in the far left corner. I suspect that the rest of the room had bunkbeds.

The long-disused toilet had the most incredibly-bright lime green mold on its surface.
