This was taken at the permanent outdoor market in Irkutsk, Siberia- back before the USSR collapsed.
There were relatively few Americans traveling there during those years, and probably very few of them wandered away from their tour group and spent a couple of hours looking at and photographing the market. And few of those would walk up to a boy and his mother and ask to take a picture of him. After all those unlikely events happening, the chances of it happening before or again to this boy are very low. I'd guess  .
I suspect that when it was finished the boy and his mother were as happy about it as I was.
Especially when they got home and related it to their family and friends.
