I believe this to be Cicadetta argentata .
I expect cicadas to be up in the trees, singing, after dark on a warm evening. This one, of several heard, was on low vegetation (where they rest when freshly-emerged) in hot sunshine. It made a shrill sound, which it did not stop at my approach, and was easy to locate. It was 1cm or so long.
