It is unusual. it seems a pretty fancy hat and matching clothes for a street person, nevertheless good capture and processing John.

Well, MrChile- I really like your images: well-composed, shot and processed.
About the beggar- there is often no way of knowing the truth of the situation.
Through the years I've seen many examples of plain old scamming- at home and abroad.
Yet I've also seen people-at home and abroad- whose situations are so desperate that it makes me cry with sadness.
This one?

Interesting comments gentlemen.
While there, our guide told us that there were many "gypsies" who were getting what amounts to welfare from the government and that they continued to beg anyway, especially from tourists.
I never saw a face, or hands from this person, even though it was a rather warm afternoon.
I'd lay odds that this might actually be a man disguised as a woman.
I just thought he/she made for a compelling photo.

Well, you are right the first one is a real compelling, memorable photo.
I agree with Charlie, there are quite a few scammers out there, making a good living from tourists.

I agree that the scene makes a compelling photograph.
A man? . Could be.
But if the beggar is fake- she (or he) isn't very good at it (all the clothing is too nice).
If it were me, I'd wear old and torn clothing, smear dirt on the outside, mess up my hair, put out a beat up cap for donations, and look people in the eye with the saddest and most desperate look I could manage, and mutter something unintelligible.
I'd do okay .

Thank you Lazlo, and again Charlie.
What makes me think it is a man: The aforementioned quality of the clothing, and the fact that face and hands were always hidden from view. You may also notice a seeming fold of clothing under the skirt in the area of the knee in the second pic. Pants under the skirt?
Also the fairly large, but empty looking sack on the persons right. Perfect for carrying headgear, skirt and fake boobs.

Charlie, something tells me you wouldn't need all that gear to be able charm money away from strangers.
