Tilt shift (tilt specifically) just tilts the focal plane. It does not focus on two depths, but rather focuses on a line of focus moving diagonally away from the camera lens. Think of the focal plane (FP) as a sheet of paper hanging in parallel with the camera sensor. If you tilt the lens down, the FP will tilt accordingly. So the FP will be close to the camera near the bottom of the field of view, and far away from the camera near the top of the FOV (unless I have that backwards). And everything along that FP will be in focus.
