How can we identify (and secure) the process required? Otherwise this news will chill donations from FM folk who would like to help the family.

I have no idea. I guess that cash given to a trusted person who's soon to visit their would be the best option, because otherwise we are dealing with Trust/Beneficiary/Benefactor laws & Trusty account tax .... no idea ...

It's a shame & a pity.
I hope their Israeli bank can not touch the widow's personal Paypal, because I'd dislike the prospect of having donated money to a damn bank.
I think Roli is right, we would really need a person of trust who is local to the place where the family lives, and is in good communication with them.

Oops forgot to mention - if my memory serves me right, according that info BOTH husband & wife accounts were seized. That's an automatic standard procedure when a mortgage becomes 'Delinquent'.

Peter, hopefully she was able to withdraw the PP funds prior to seizure. This has turned into such a mess and it's so ridiculous to have logistics issues like this when people were eager to help, but now it's all just fizzled to shit. Usually people don't help each other, but here we've had many people who wanted to help, but are unable. Very frustrating.

Yes, it is. We kind of understand how things work out on this continent, but I have no clue about banking and mortgage financing in Israel. For example, general money accouts 'seizure' because of mortgage payment delinquency is an alien concept to me.
Out in the west, as a matter of principle, seizure of person's general assets can only be effected thru a court order, and in the absence of those, lenders (banks etc.) can only call their loans, assume ownership of collaterals, initiate property power of sale, and such.

It (seizure of accounts) here was , and always is, after a court order. Israel law system is almost as in the US. There's no legal way for a Bank (even here) to seize property without Court Order.

Just to chime in regarding laws and what Yakim's wife might be facing... Here (Germany), my husband's accounts and our joint accounts were frozen immediately after his death and still are. It's been half a year, and the accounts are still frozen because they're part of the inheritance. This is to bar me from withdrawing money that goes into the inheritance. (I don't even fully own my car anymore, my in-laws own one quarter...) The accounts will remain closed until Jan's parents and I sign an inheritance contract, which is extremely difficult because his parents blame me for his death and want to see me suffer as long as they can, and want to get as much money out of this as they can to punish me. By law, if there is no will, they inherit one quarter, and until that is settled, I cannot access anything. This is different from the US where the spouse apparently inherits everything when there's no will.
It might be something like that on top of the mortgage problem in Israel as well. I agree that giving Nurith the donations in person without any paperwork attached might be the only way to get that past these laws, and that might still be illegal.
These things are horrible beyond belief for the family. I hope Nurith has good people close to her to lend her strength.
