Bob- I like the pic.
I'd like more contrast, though (it's a recessive gene in my family ).
Looks like an older person using the summer beach furniture as protection while he/she:
Paints- but then why are the birds so close?
Picnicking- but then why is the Queen of England and her consort looking so closely?
Distributing drugs to the Queen and the birds?
I know: the older person is on drugs and feeding the birds while he/she paints- using the stacked plastic beach furniture as the subject. And as the Queen gazes in wonder at the painting.
Couldn't be anything else.

Answer:

The gentleman, with the back of his head visible, just re-situated himself while catching a few rays, sheltered from the wind (and flying sand) by the stacked furniture.

Temperature in 50's with 20+mph wind, probably like a summer's day on the Oregon coast but this is the Atlantic, Tybee Island. On lookers perplexed.

Perhaps he operates the chair rental concession. If so, no rentals visible in the area. Probably his retirement job - not a bad gig!
