As Curt mentions @ "no helmets", iirc the amount of Federal funding for highways, etc. a state receives is impacted by a state's decisions to have helmet laws and speed limits, etc. The state of Illinois does not have a helmet law (minors must wear) for adult riders, and thus they lose some federal funding as a result. However, to offset this reduction in Federal funds, they retain the highway speed limit @ the slower 65 mph, whereas many other states have highway speed limits @ 70 mph (some even higher).
