I have the european version - branded Technoline. I haven't noticed the current limitation, but then i don't think i've ever tried to charge batteries at different rates. I bought it for the discharge refresh cycling in order to resurrect some AA's that had dropped to very low capacity due to being used in a very low discharge application (PC keyboards, mice etc). It did the job and the batteries went from needing recharging every two weeks to needing charging every 3-4 months. I would strongly recommend that everyone pays the extra for such a charger - just rejuvinating my dying batteries pretty much paid for the charger, so its economically sensible. And the ability to check capacities to "match" cells and determine if they are on their way out, is very useful.
I also have the same problem with charging overly flat batteries. As you say, you just need to keep a dumb charger around to give them a bump start.
