There are several things that you might want to try with this photo. A graduated ND filter could add some drama to the sky. You might also consider moving the lamp post further to the right.
It's a distraction in it's current location, as it is the first thing that draws the eye. I think the image has a great deal of potential and is well worth further work in Photoshop.
