As already mentioned, the common issues that cause this might be:
1) You have the stabilizer turned on -- it should be turned off on a tripod
2) You are not using mirror lockup, so the shutter slap is shaking the camera at the moment of exposure
3) Your images might be suffering from diffraction, which is when you use aperture numbers at or larger than f/16. It gets particularly bad when you reach the f/22 to f/32 range.
If you post a 100% crop of a troublesome image and post the camera settings you've used, it will help us diagnose what's wrong.
