p.1 #1 · A 'conditional blur more' filter?

Is there a filter like this? Basically, one that leaves the sharp parts of the photo alone, but takes the blurred parts of the photo and blurs them progressively more? In a somewhat linear fashion?

In more technical terms:

1) If that group of pixels or part of the image is sharp, leave it alone.

2) If that group of pixels or part of the image is somewhat blurred, blur it some more (ie. a factor of 2x).

3) If that group of pixels or part of the image is blurred, blur it even more (ie. a factor of 4x).

Something that can do these things largely automatically (ie. without having to spend time selecting or separating out the in-focus sections)?

My intent is to have an 'out of focus multiplier', ie. to take a photo like this, which has some out of focus blur, but not 'enough',

and make it as if though it was shot at a wider or more open aperture.

You might take a look at OnOne software. I believe they have a standalone / plug-in that will might be in line with what you are looking for. Probably not as "automatic" as you might like it to be, but it was more than a year ago when I took notice of it, so who knows what they've got up their sleeve now.

Have you tried creating a mask using Filters > Stylize > Find Edges?

Yes, it can be done very quickly using layer masks.
