Now that the storm has passed for a day or so, we still have no power, no traffic lights, no operating gas stations, etc. Even worse from the perspective of a photographer, access to the beach areas is restricted. At least I have a weak internet signal from my cellphone. I tried to process another pre-storm image to give some indication of the intensity of the storm.
Not sure. It looks like you did some burning and kept the exposure out. But I wonder if there are alternative reworks that might be closer to your goal.
Not sure if I have one, but might give it a go. And others likely will.

Sadly, some of the national news tonight was shot at Point Pleasant NJ with additional footage about 8 miles south at Seaside Heights and Seaside Park NJ. Both areas were devastated. And were places I spent some summers at the NJ Shore.
Jim; I took the image to LR4 and worked the slider to brighten , vibrance, Saturation, & vibrance... In Topaz Simplify I added a Oil Paint layer and blended at 30%... Hard image to work on...
