It's a silly video but really, nothing illegal was done here (no peeking in private rooms) so calling the police or getting a restraining order in the land of the free is just as much a fantasy as the video. If it were so, JPs and paparazzi would not be working anymore.

You're right, there wouldn't be a restraining order in the US. Some over zealous nazi would assume the worst and assuming he was a student and not just a lurker, he'd be suspended or expelled. Restraining orders are only issued after it's too late.

This is why I'm shooting in Thailand

If I see a beautiful girl in the street. And ask her if I can take a few photo's of her. Most will say yes. And also thank me because I like to take a photo of her. In most of Europe or North America they would say no or call the police
