Actually, this was taken at the Darwin Institute. Because of predation from feral cats and goats, etc., they have a breeding program. When the young are big enough to survive on their own, they're returned to their island of origin.
This fellow was stretching out his neck so the caretaker could scratch it. No-one else was permitted in the pen. But it was a low stone wall, so no problem seeing over it (they can't escape because tortoises can't jump very high ).
