Even people with little money (who live under a totalitarian regime that offers very little to buy) love to shop.
In Moscow I saw a large group of people who wanted to buy trinkets from a man who had parked his car on the street. Also, the people sometimes had to get in long lines to buy contraband toilet paper men were selling from the trunks of their cars.
Two of many examples of the reality of life in the USSR a mere 20 years ago.
