Nice... superb detail.
Blackwater NWR is one of my favorite refuges around here. The eagles typically perch on the line of trees near the exit, but they are too far away even with a super tele for a close-up. You can clearly see them sitting in the trees though, so there are opportunities for environmental shots, especially at sunset since that is where the sun will be. They also sit on the dead tree in the middle of the reserve pretty regularly, but that's pretty far away too.
The best area is in the middle of the refuge where you drive underneath a line of trees. You always have to look up there, because most of the time I have visited there is at least one perched there for a nice shot. Sometimes, you can get shots by just sticking the lens out the sunroof. (I'm guessing that is where you got this shot.)
During nesting season, it pays to take a quick spin to the refuge's main office (not that one at the entrance, but the bigger white building in the open). They leave bales of hay there and I've caught eagles grabbing nesting material.
