Though I would not consider myself a hardcore foot fetishist, to me, feet can be the sexiest part of a woman for sure. So many nice curves all in one place! And I like them clean or dirty  Combine with nice shoes and you can go crazy 
However, this one doesn't do it for me either, even though I also wouldn't call it a bad pic.
Maybe it's because it's neither clean nor real dirty...
Maybe it's the distortion... (probably some)
For sure, the forms don't attract me much here, but that's a matter of taste, angle, context and possible distortion.
As a tip: if the latter is the case, I could still somewhat like the feet when I see a cute face (but I realise this pose makes it kinda difficult) or teasing foot pose.
From what I've seen, they are a difficult subject to photograph and you have to catch them just right. That helps even when they're perfect and everyone may have their taste for different angles.
There's still enough women with nice curves all over their feet, but the best is when you see someone that doesn't have hammer toes from wearing high heels yet. You'd probably have to spot the quite young ones or women that seem to wear "stupid ugly common shoes" all the time. You would be surprised how glorious their feet can be!
If you think I *am* a foot fetishist, you should try and visit those sites. These guys are heavily into any and ugly feet,  . It's there I realised I must not be one of them

The same happened to me. The interest only started growing when ages ago someone in school said he found them sexy. I had never looked at them before!
