Nicely composed, and interesting subject matter, but the processing leaves it a little dull and washed out. That's OK though, if that is the atmosphere you are trying to portray.

I like the relative lack of tonal punch and the underxposure, as John suggests, it points toward a mood (poor, decrepit, derelict, grungy neighborhoods), and for me quite successfully so. There is like a color cast, a tint that I don't understand.

The flat look to the image adds a lot of mood but I don't think the toning really works with this image.

I agree with the other comments Scott. A lot depends on what your intentions were.
Let me add that shooting a "square-on" image of a building's flat wall with a person standing next to it is the definition of a 2-dimension picture. To me that makes for an uphill battle from the start.
