This past Spring, I bought a well used UV date coded 300mm 2.8L IS lens at a very good price. The paint has worn off in many areas but it is sharp as heck and takes great pics.

The tripod collar works but not quite as it should. It clamps fine, but doesn''t have the detentes when rotating as the clip that holds the adjusting screw has warped and won't stay on the screw. When the lens is moved, a perceptible loose part sound can be heard from the base of the collar. But the collar does lock in place.

I sent the collar to Canon Irvine to be repaired and they can't fix it----a new one is $245 which isn't terrible, but I wonder if I should just keep using the old one as it does work?

Or, for the long term and for resale value, should I get the new one?

If you are going to resale the lens then I would spend the cash.

I'd say keep the old collar until it no longer works for you. IMO, a new tripod mount ring on a "well used" lens will not increase its resale value.
