I use a fairly obscure image editor, Pixelmator, so I don't know if my workflow will translate to other image editors.
The basic steps I used are as follows:
Desaturate; duplicate layer; use a "glow" filter at a very low setting (.04-.08); blend using the softlight blending mode; flatten; create another duplicate layer; apply "Height Field From Mask" at the first step (it still says "0" for some reason); blend using normal, softlight or hardlight or whatever mode you prefer; flatten. Then I do Luminance channel sharpening plus USM to get the degree of sharpness I prefer. On some photos, I have done a gamma adjustment.
I spent a long time playing with all the filters to see what they might contribute to B&W image characteristics (many, many filters and variables in Pixelmator). I had tried to duplicate the workflow others have published for Photoshop, but that didn't seem to work for me. Hope this is helpful.
